Cicero Town Board Members End 2025 with Approved Ordinance Changes, Fire Department Spending, and Infrastructure Repairs and Investments

For the last two months of 2025, the Town Of Cicero Board of Trustees and President Larry Dominick met a total of three times between November and December, twice in November and once in December. During these meetings, they approved ordinances that include repairs/purchases to public infrastructure, purchases for the Cicero Fire Department and amend certain items in the Town Code.
AMENDMENTS TO CICERO TOWN CODE
On November 12, Town Board members moved to amend Chapter 10, Section 10-70 of the Code of Ordinances of the Town of Cicero to set suspension and revocation violations for liquor license holders who, according to the agenda, continue to serve or sell alcoholic beverages beyond the authorized hours of operation.
Any licensee that is found or pleads guilty to serving, selling or allowing the consumption of alcohol on premises outside of stated hours of operation shall be subject to:
Minimum 30-day suspension of liquor license for first offense in a 12-month period.
Minimum 60-day suspension of liquor license for second offense in a 12-month period.
The third offense within a 12-month period will result in the revocation of the liquor license. With a 5-year ineligibility to get a liquor license.
In the agenda, the Town states that illegal alcohol sales “contribute to a higher emergency call volume for the Town’s Police and Fire Departments, waste public resources of Town employees who must ensure compliance with the Town Code.”
In that same meeting, board members also amended Chapter 62 section 62-342 in regards to fleeing and alluding from Cicero police officers. According to the agenda, there has been an increased number of suspects attempting to do so.
In addition to other penalties provided by the law, any person who uses or abandons a vehicle in an attempt to flee or allude arrest shall be subject to a fine of no less than $5,000 but no more than $10,000 for each offense.
PUBLIC SAFETY SPENDING
In November, The Town Board approved the purchase of new equipment for the Cicero Fire Department. The equipment that would replace the old emergency extrication tools that are used in vehicle accidents. The tools were purchased from Equipment Management, Co. for a total cost of $31,325.
The Town Board also authorized the installation of security cameras to Phil Fuentes Ability Park, which opened this past October. The purchase and installation of the camera system by Imperial Surveillance for a total cost of $41,467.05
In December, the Town approved an invoice from Legacy Fire Apparatus to provide maintenance and repair services to a Cicero Fire Department Ambulance. The total cost for the engine repairs was $16,741.98.
INFRASTRUCTURE AND PUBLIC WORKS
The Town in November also approved an invoice from USSI Rentals to install and repair a 13-pass hydraulic swivel in the amount of $18,584.56.
They also approved the purchase of three 2026 Ford F-350 Super Duties for the Cicero Department of Public Works.The purchase had a total cost of $165,594.
Phil Fuentes Ability Park was burglarized months before in the summer. Plumbing and electrical materials were stolen from the park restroom around the beginning of July, according to the agenda. Burling Builders, Inc repaired the damage for a total amount of $29,352.33.
INSURANCE/OTHER ITEMS
In November, the Town Board authorized the purchase of an insurance package from the Illinois Counties Risk Management Trust (ICRMT), that covers worker’s compensation, property insurance and liability insurance. The board also purchased a cyber security insurance policy from Great American Insurance Co. The finalized amount spent for both purchases was not included in the agenda documents.
In December, the Town of Cicero approved an ordinance to levy and assess property taxes for the fiscal year of 2025. In the Tax Levy for 2025, the combined total was $40,460,062, which is the total amount the Town plans to collect to fund various municipal entities/services corporate, police, fire and other services.
The Town of Cicero also entered into an agreement with the City of Chicago to participate in the Midway Noise Compatibility Commission to have input on aircraft noise issues that Midway Airport may incur in the surrounding areas. The agreement became effective on January 1, 2026.
