November 9, Town Board Meeting Recap

On Tuesday, November 9th, 2021, the Town of Cicero board held their bi-weekly meeting at the town hall in Cicero, Illinois. They adopted several ordinances and resolutions without much discussion; the meeting lasted 20 minutes (April Alonso/Cicero Independiente).

On November 9, President Larry Dominick, the town board met for the bi-weekly town board meeting at 10:00 a.m. This meeting lasted for about 20 minutes, with several ordinances and resolutions being adopted. The board approved several invoices for equipment, service agreements and other resolutions. 

Many of the ordinances and resolutions were adopted without any discussion in between.

The majority of attendees, including town board members and town of Cicero staff, were unmasked despite Cook County Department of Public Health’s August order that all individuals age two and older “shall be required to wear a mask when indoors in a public place, regardless of vaccination status.” 

These are some of the items that were approved: 

Recognition of President/CEO of UCP Seguin of Greater Chicago 

A resolution was approved to have November 9 be a day of remembrance for UCP Seguin President/CEO John Voit’s after 23 years of service in providing residential care for children and adults with developmental disabilities.  

Earlier this year, Cicero Independiente reported on UCP Seguin’s outreach in providing the Pfizer vaccine to residents with disabilities, staff members and family caregivers. Nearly 800 people received their first dose of the vaccine on February 11. 

Authorization of Invoices 

The meeting approved a list of invoices for various entertainment and service equipment companies provided to the Town of Cicero. These services include providing rental tents for vendors, creating a website for the Town Health Department, sewer repair and more. The total invoice amounts for each company include:

ADB Entertainment: $15,665

J & J Rental: $17,042

Arcos Media: $3,400

Riccio Construction Company: $11,001.33

Air One Equipment: $15,656

Approval of Certain Agreements

Dominick was approved to join various service and licensing agreements with establishments, without any room for discussion. These included:

Sourek Funeral Service: a license agreement to have access to 10 parking stalls in their property

GW & Associates, P.C.: provide financial and accounting consulting services to the Town of Cicero 

Novotny Engineering: perform the routine National Bridge Inspection Standards inspection for the Laramie Avenue Bridge for $20,950

Approval of Funding for Local Organizations

Lastly, an amendment to the Town of Cicero’s 2019 and 2020 Annual Action Plans was approved. These action plans focus on the funding local organizations in Cicero receive through the Community Development Block Grant Program CARES Act and Emergency Solutions Grant CARES Act. The organizations that received funding include:

Under the Community Development Block Grant

Boys Club of Cicero: $20,000 for new window installations for ventilation

CEDA: $40,000 for housing counseling services to individuals affected by the pandemic

Cicero School District #99: $50,000 for meal distribution

Family Service & Mental Health Center of Cicero: $50,000 for mental health services to individuals affected by the pandemic

J. Sterling Morton High School District #201: $50,000 for meal distribution

Town of Cicero Library: $250,000 for HVAC System updates

Town of Cicero - Health Department: $50,000 for rapid COVID-19 testings

Town of Cicero - Water Department: $100,000 for bill payment assistance

UCP Seguin: $42,000 for Community Integral Living Arrangement (CILA) Home renovations

Under the Emergency Solutions Grant

Alliance to End Homelessness in Suburban Cook County: $64,000 for Coordinated Entry HMIS

BEDS, Inc (DBA BEDS Plus Care, Inc.): $352,000 for homeless prevention and rapid-rehousing

Housing Forward: $362,000 for emergency shelter and financial assistance

Housing Forward and BEDS Inc. received additional funding in 2020 for the same reasons, with Housing Forward receiving $48,000 and BEDS Inc. receiving $100,000. 

Larry Dominick concluded the meetings saying, “Congratulations to both men on their promotion. Do a good job and continued success with the Cicero police and if we get rid of Kim Foxx it will all be better.” 

The next board meeting is scheduled for Tuesday, November 23 at the Cicero town hall.
